RUNDLL Error loading C:\Windows|image.new

I started getting an error while booting up my laptop. It is a RUNDL
Error loading C:\Windows|image.ne
The specified module could not be foun

Although I can get past this and use my computer whenever I am using IE to go to My EBay Account and login, while it is loading all the files to open the page I normally get one of those Internet Explorer has encountered a problem and needs to close prompts...you have decide to send or don't send. Either way it bumps you out of Ebay page and takes you back to the desktop

Can anyone shed any light on this and perhaps provide a fix to the problem
