Run-Time Error 429 - Active X

I get the following error when I'm trying to package a database with the
developer tools in Access:
"Run time error 429 - ActiveX
component can't create object".
I was able to do this on my old computer - I just received a new one and I
just installed the Office Access 2003 Developer Extensions on it.
I have Access 2003 installed.

I should add that on the error it stated this above it:
An unexpected error has been encountered in procedure OpenAcApp of module
clsWizard.
