Does this Group Policy run with elevated credentials?
Run These Programs At User Logon:

It is about the same as run once in the registry
 
No. This only sets the user's shell/desktop to run which ever program you
chose and then shuts down the session once the program is closed. It does
not pertain to permissions to the registry for the app or the user.
