Run DOS batch file from shortcut in XP

When I run a DOS batch file from a shortcut (PIF File) the
DOS window displays the error message "Program too big to
fit in memory".

The shotcut and DOS batch file work using windows 98 and
Me. But under xp even with compatibility mode set or not
set it still fails.

Manually typing the batch file into the dos window under
xp works but it will not work from the shortcut.

How do I configure the XP shortcut to run the Dos batch
file properly?
