Run Command Causes Explorer To Crash on Windows XP (SP1, SP2 RC1)

Like a lot of people, my freakin' Explorer.exe would crash, which would
cause the SystemTray Icons to disappear. On my machine, I narrowed it
down to the Run Command (Start/Run). Whenever I click Start/Run, from
time to time, my Tray Icons would disappear. Not all of them would re-
appear.

Does anyone have any ideas? Maybe I just to tweak something whatever
invokes the Run Command? I've tried various stuff from Kelly's-Korner.
Unfortunely, they were not working for me.

Actually, no, it doesn't depend on what I run. It's just the fact that
I clicked Start/Run. It also does it when I press the shortcut
WindowKey + R.

As I workaround, I've made the Run Command not visible. And, I just
started being dependent on the Command Prompt shortcut instead. For the
most part, the Command Prompt works for what I need. But, it sure would
be nice to be able to run the Run Command instead.

To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.
 
Wow, no freakin' way. I think that worked. So, far, so good. No more
Explorer crashes whenever I click Start/Run; or WindowKey + R.

Well, seems like when I upgraded to SP2 v2149 (I'm not sure if it's RC1
or RC2), I started having this Run Command problem again.

Explorer.exe seemed to have stopped crashing whenever I clicked
Start/Run when I applied:

However, since my recent update to SP2 v2149, Explorer started crashing
again whenver I clicked Start/Run.

Dang it! I'm back to square 1. :((
