Run As...command

Does anyone know of a way to "Run As" the Network control panel applet so I
can elevate credentials of the locally logged in user?

Are you referring to the Network Setup Wizard? Or Network Connections?
 
You can use "netsh" to change network settings if this is what you are looking for!
