Rules Wizard Not Reliable

I've never had total luck with any version of the Rules Wizard. For the
current issue I'm using Outlook 2002 (10.4712.4219) SP-2

Issue 1: I setup a rule to forward any message received with in a date
range and went to "run now" on the folder (tried several different ones) and
what happens is that one message is processed and the rest are not. If I
remove the one and try again it processes none of them. If I then exit
outlook and restart it then it will again process one and stop. This was
only happening with emails from one vendor (V1). The other two vendors (V2,
V3) emails worked.

Issue 2: I have an existing rule that moves messages from V1, V2, and V3 to
another folder. Now I wanted it to also forward the message. I changed
each one to forward the message to the appropriate contact. Now V1 messages
work fine but V2 messages only move the message (and yes the rule does have
to forward), Haven't received any from V3 yet.

Any Ideas?

More information.....

It actually looks like in Issue 2 the same as Issue 1 -- it forwards the
first V1 message then dies.

So it seems something in forwarding is out of whack ......
