Rules in Outlook 2003 - Delete or disable????

I have a user who has been upgraded to 2003, he has a LOT of rules, and it
sppears that becasue of the 32bit limit on the rules store that they keep
losing a certain rule. Microsoft sugests deleting some of the lesser used
rules to create space. My question is would it work just to disable the
rule, or do you need to delete it completely?

It still takes up space even if it's disabled.
