Rules are defaulting to "For Other Machine"

Rules are defaulting to "For Other Machine" as a default. Sometimes they
seem to work correctly after the first one goes to "For Other Machine". I
cannot figure out where the Other Machine is, since I have only one PC, no
network. How can I get the rules to work right?
 
Do I have to do this whenever I create a new rule? I used to be on an
Exchange Server (but now have been laid off) but somehow there seems to be
lots of things that this PC can't let go of and I can't get rid of. Seems
like Microsoft ought to have some way of "Dissolve Network Connection
Settings" or something.
 
I think it might be worthwhile just to check them when you create a rule.
