rules and quotation marks

I am cleaning out my Rules and seem to have duplicate entries with one having
single quotes and the other not. What is the significance of the quotes?
 
Quotes are used to treat a group of words as a whole instead of individual
words.

So if you have the word group "Office 2007" it will apply to;
Service Pack 2 for Office 2007 has been released.
and not to;
I've worked with Office since 2007.
