Rules and Alerts - The operation failed.

Using outlook 2003, Windows 2000 profesional and Microsoft exchange.

In outlook when clicking Tools > Rules and Alerts the error message "The
operation failed" comes up with just an "OK" button as the option.

I have tried running "Detect and Repair" but the error still occurs, I have
also used the command line /CleanRules and this has not solved the problem.

The only thing I am trying to do which needs to be done is intsall Office
SP2 but it keeps failing from the microsoft website for us (all the other
updates worked fine).

If anyone has some ideas, please help.

I have now got service pack 2 loaded and the problem persists, I have also
tried creating a new profile and this also has not solved the issue. I am
wondering if it's a problem with running exchange cached mode?
