Rule to block specific attachment type

I know I can create a rule to operate on any incoming message that has an
attachment. But can I create one that operates only on a message that has a
particular kind of attachement--like one that has a gif or jpg?

Not with plain vanilla Outlook.

You'd need to write your own code to detect the attachment type.
