Rule (or other method) to deal with attachments?

Is there a way to set up a rule - or perhaps some other method - to
send attachments to a folder on the desktop? Our Admin people are
constantly getting emails with attachments that update certain files.
It would be much easier to deal with these if there was a way to
specify that emails from these people with this subject go here and
the attachments go to a desktop folder.
