Rule - Copying Into Multiple Folders

Since upgrading to 2003, two of my rules are not behaving as expected:

Rule 1 - If I am cc'd & msg is from Joe B, msg is moved into Joe B folder
Rule 2 - If I am cc'd, msg is moved into CC folder
Rule 1 runs before Rule 2. I upgraded my rules when prompted.

My expectation is that any msg that is from Joe B & I am cc'd will ONLY go
into the Joe B folder. What happens is that it goes into both folders - Joe B
& CC. In other words - both rules seem run on the same msg. Any suggestions?
