Rubber-band effect

Been using Win2k for quite some time in our corporate networked
environment. All of a sudden I'm getting an occasional rubber-band
effect where (inside any application) I can type some text but it
doesn't appear for a split-second, then all the letters I've just typed
will get spit out a second later. Can't think of any new apps that I've
installed or made any other changes. This happens inside any app or
even Shift-Tabbing between apps. Any thoughts?

I suggest you check your machine for intruders:
- Run the latest virus scanner
- Run AdAware
- Run msconfig (http://www.svrops.com/svrops/dwnldoth.htm)

May be some kind of tracking software installed by your company.
