RTF on all emails

Is it possible to force outlook to always reply/forward
with RTF? I get some emails that are plain text or HTML
and I want to always reply in RTF.

You can change the format of when you reply but it's generally not good
practise. RTF is the least supported email format among email clients and
some users won't be able to receive your reply or may get odd attachments.
Outlook uses the same format as the received message so that it is certain
that clients support it.

an option for you if you choose to always use rtf for replies is to change
the reply format for each of your Contact entries to rtf instead of using
"let Outlook decide".
