Rrun time ..packaging wizard won't open my secured database

Am I missing something. The packaging wizard will not open my secured
database to look for required files and stuff. ?!?! It errors out as soon
as I select the .mdb file to use.
 
It is not read-only.

The error says : The file that you specified could not be opened. Possible
reasons include:
-Access is not installed on your computer
-The version of access installed is not compatable with the file
-The file specified is not a valid access file

All of these reasons are invalid. The file runs fine. Uses a separate
security workgroup file to open.
