RRAS won't start, logs included

I updated the driver for my Broadcom NIC on my SBS server and had problems.
The server lost the NIC and IP configurations. I was able to get the driver
updated, the NIC reconfigured, all TCP/IP connectivity working, but RRAS has
not started since the update problem. I am looking for ideas about what is
going wrong and how to fix it.

It fails with events

Event Type: Error
Event Source: RemoteAccess
Event Category: None
Event ID: 20103

Description: Unable to load C:\WINNT\System32\iprtrmgr.dll.
Data: 0000: 02 00 00 00 ....

and

Description: The Routing and Remote Access service terminated with
service-specific error 2.

RRAS is/was configured to solely support remote access via 2 modems. I
followed the first 3 steps of MS KB 299013 with no improvement. I am very
reluctant to try uninstalling/reinstalling TCP/IP as suggested in step 4. I
turned on the RAS trace, tried to start the service, and got the following
in \WINNT\tracing:

RASBACP.LOG, RASCCP.LOG, RASCHAP.LOG, RASDLG.LOG, RASEAP.LOG, RASMAN.LOG,
RASPAP.LOG, RASSPAP.LOG, RASTAPI.LOG, and RASTLS.LOG.

C:\WINNT\system32\drivers\wanarp.sys exists as version 5.0.2195.6601
modified 6/19/2003 11:05:04 AM Pacific. Administrators, Authenticated users,
Server operators, and SYSTEM all have at least read access.
