RRAS Server with 2 IP addresses

I have two ISP's - a main one (T1) and a backup (wireless).

I have configured the external NIC with two different IP addresses (one from
each ISP), and created packet filtering (in ISA) for all the protocols I use
for both
addresses.

All works fine (email, FTP, etc.) except the RRAS Server - it will only
respond to the "primary" IP address.

I have checked that all filters are duplicated, but can;t get it to respond.

Any ideas ?

Can you run a packet sniff on the backup interface? Are you sure that both
the inbound and outbound filters are set appropriately?
