For those of you experiencing the RPC Shutdown, do the
following.

Disconnect from the internet
Download the Patch referenced in the other posts 823980
and apply.
Applying this patch alone does not solve the issue.
After applying the patch run MSCONFIG and in the StartUp
tab disble MSBLAST.EXE.
Reboot
Then delete MSBLAST.EXE, there are at least 2 instances of
this file.
At this point you can connect back to the internet.

This worked for me.
I was lucky in that the PC's that got this, had the
updated already downloaded via Windows Update, it just was
not installed yet.

And just how is one supposed to download/install the patch if one's
disconnected from the internet?

Do it from a machine that is not affected and transfer it
to the affected machine.
Have a friend do you a favor and download it for you. This
patch fits on a floppy drive.

One would not have this problem if one had run Windows
Update and downloaded and applied the patch when it was
released.
Then again if Microsoft sold secure software like it
advertises we wouldn't be having this discussion.

So you are an MVP. On the page you pointed to it says an
MVP demostrates practical expertise..... With practical
expertise you should be able to figure out how to download
the file.

I provided a solution, what did you provide Mr. MVP?

To stop the reboots: Go to Start/Run and type in: services.msc. Scroll down
to Remote Procedure Call (RPC)/Logon/First Failure/Restart the Service.

Then close Windows Explorer, End Process in the Task Manager for
msblast.exe, run the edit on line 257 then run the patch listed below it:
