RPC issue not virus related???

Getting the "Windows must now restart because the RPC terminate
unexpectedly" message with a countdown of 60 sec. I know this i
usually indicative of the blaster or sasser worms, unfortunately viru
software is up to date and nothing has been found. I also ran th
removal tools and nothing was found. Also the windows taskbar i
missing and sometimes the desktop icons are missing. Some actions ar
no longer working such as cut and paste, creating shortcuts, etc. And
i am unable to start system restore to rollback to a date before thes
problems occured. It's my mom-in-law's 'puter and since I built it fo
her everything that goes wrong must be my fault. That's what I get fo
being nice. If anyone has any ideas, your help will be greatl
appreciated

Format - re-install. Its buggered beyond the point of bothering to try
and recover.
