Rows dropped due to worksheet row limit

Keep Getting 'Rows dropped due to worksheet row limit' when trying to export
files using 'transfer spreadsheet' on a macro. It only exports around 16,000
of 48,000 rows of data each time. 48,000 is well within the Excel Limits.
Using Access 2003 and Excel 2003. Can someone help as I need to automate
some data exporting!
