routers

In general hardware routers and/or firewalls are not used to block popups or
spam. There function is to block/hide ports on your computer and to share
internet connections. They stop outsiders from getting into your computer.
They do not block spam or stop popups, in general. Now, there are software
firewalls, like zone alarm pro, that have built in popup blockers. Usually
hardware firewalls provide the most protection, and routers that do NAT act
just like a firewall. Software firewall work well also, but a hardware one
is in general more reliable.
