Rounding Up

I have cells formatted to time, hh:mm.

What I'd like to do is be able to round up the minutes part of this cell to
the nearest 10 minutes.

So, for example, if the cell has 01:12, this would change to 01:10. If it
had 05:19, this would change to 05:20.

Any ideas?
