Rounding Help needed?

I am using the following formulaeto report the cost value in cell E2 which is
a calculated value.
="Average Cost ="&" "&(E2)
I get in return
Average Cost = 27.95959
What I Want is Average Cost = 28
What do i need to do just to round the value - the fromat of the cell does
not make any difference?
