What I would like to happen is to have the 50 multiply
the .20% then times it by 1000 and if it is less than 100
have the cell equal 100 but if it is above 100, round to
the nearest 50. Any ideas?

Try:

=ROUND(MAX(B1*A2*1000,100)/50,0)*50

where B1 = .20% and A2 = 50.

With the 50 in A1, 0.2% in B1, (you don't mean 20% do you?), and 1000 in C1,
try:

=ROUND(MAX(A1*B1*C1,100)/50,0)*50
