Do you know how do I set up and configure Round Robin in a DNS server on
Windows 2000 server?

It's a check box on the Server Properties/Advanced tab.

Round Robin is enabled by default. What you would do is make mutliple
same-name A records pointing to different IPs. The effect is that for each
new query, it will rotate the responses.
