Rotate options don't appear when right clicking on an image

I right click on an image in windows explorer yet don't
see Rotate Clockwise or Rotate counter Clockwise. I've
seen a fix for this before but can't remember where.

WHY DOES THIS DISSAPPEAR?
HOW CAN I FIX IT!?!?!
 
I think my Picture and Fax Viewer is no longer installed.
Or at least it doesn't handle the thumbnails.
