Rollover hyperlinks as default in theme

How can I set up my themes to have Rollover hyperlinks set as red and
normal as the default? There must be an easier way than going to page
properties for every new page on site.

I always save one blank page per site as my personal template.
when I want to start a new page, I open my template, and immediately "save
as"

so, set your defaults, (rollovers, colors, effects, header/nav) and nothing
else
and save the page..

then always start with that page.
