rolling scroll wheel on mouse starts a rapid data scan to in form

I used to be able to easily control the scroll feature in forms view , but
now it goes "snakey" & will not stop untill reaching the end of the table.
 
I experienced this with Access 97. Installing the latest service pack fixed
it.
