roaming profiles do not unload

My issues is identical to Q253820 where roaming profiles
with IE certificates fail to unload completely and give
error

Description:
Windows cannot unload your registry class file. If you
have a roaming profile, your settings are not replicated.
Contact your administrator.

DETAIL Access is denied. , Build number ((2195)).

I have Win2k sp3, running Citrix XP 1.0 FR3. All critical
updates, etc save SP4. File version for userenv.dll is
later that fix mentions. The _classes key is the one that
doesn't unload. The other user key unloads fine. Anyone
have any thoughts?

Take a look at "Registry not unloaded at Logoff" from 8/21/03 in this
group. I am using the service talked about on 2 Win2k terminal servers
at the moment as a temp patch for this problem.

BTW- my problem only started after applying Win2k SP4.
