Rights required to unlock a user account

Hello,
Some people at my job sometimes need to unlock user
accounts that have been looked due to wrong passwords.

I have tried to give the group that they belong to the
special permissions Read Lookout Time and Write Lookout
Time. It still does't work though.

Does somebodey have the answer to this problem i will be
glad.
