right for install all application, but not Administrator

I want to allow user to install program, but I don't want
them to have administrative right to change permission and
domain setting.

Anyone know any setting??

I tried Group Policy for users right. But user still
cannot install program.

Have read thru the newsgroups and found many people thought the GREAT Window 2000 has a User Right for "Deny Install Software", so am I. Why not, Microsoft??

Using Local Administrator/Power User seems to be the way. But my customer home network, where all family members are also using the Domain Controller terminal, would not be able to install unless they have administrative rights when using this terminal. SIGH! It seems Window 2000 are not up to such set up.

Anyone have a way??
