right clicking in start panel

i hope i put this in the right area but for somereason i cannot right click
anywhere in the start panel. Everywhere else i can right click. It kind of
has my options quite limited when im in the start panel and is quite
aggrivating. I cant drag and move anything either. Please help.

- Right click "Start" Menu button
- Choose "Properties"
- Click "Customize" button
- Go to "Advanced" tab
- Skip the step if you are using
Classic Start Menu
- Tick "Enable dragging and dropping"
