"Right Click" Policy not working under Programs Group

At a K-12 school, we've disabled mouse "right click" for students using
Policies to discourage tampering. It works fine in almost all areas, BUT if
the kids go Start, then Programs, Windows 2K lets them Right Click and
Explore the program groups (and entire hard drive, which opens up a real can
of worms). It's as if the policy disappears at that point. Any thoughts?

Will this registry tweak allow "Normal" right clicking for teachers and
admins to remain functioning (like the policy is supposed to)? If so, I'll
make an Altiris install package and send it right out!

I tried it. It does change the double clicking of Program group from
activating Explorer to just showing the contents of that group. But two
things:
1) It throws an error message for me (but not for students) when attempt is
made to access explorer in this manner. Says something about "create an
association". I can live with that, but curious...
2) More importantly, the right click still works in the next drop down box
(ie Start, Programs, right click Accessories and Explore is still there)
