Right Click On Start Button In WindowsXP

Hello All,
I would like to know is there any way by which we can stop users from right
clicking on Start button.I have got one post where in they have restricted
users from accessing Explore-Open-Search options from RightClick-Start.But
in
this case I need to modify the Root registry entries.What I am looking for
is
something which I can do at users level instead of System level - with GPO.I
am posting the post which I came accross.
Please let me know if there is any way other than this.

Open your registry and find the key [HKEY_CLASSES_ROOT\Directory\shell] then
rename it from 'shell' to 'shell.old'.
Do the same with the key [HKEY_CLASSES_ROOT\Folder\shell] and rename it to
[...\shell.old].

Once complete the two original keys should now be called
[HKEY_CLASSES_ROOT\Directory\shell.old] and
[HKEY_CLASSES_ROOT\Folder\shell.old] respectively.

Now when you right click on the start button, you should no longer be given
the option to Open, Explore or Find.

Thanks for the info - but this is something which is used for Workgroup
Level of Standalone.I have 500 workstations which I need to configure this
on.And the users are around 1000.I am looking at something GPO workable.

Ok now I will explain all in details -

We are a callcenter - I have 500 Agents logging in at any point of time - I
have removed all their access expect Internet Explorer - Notepad ( Which I
have modified - There is not Open,New,Save As option in it any more - nor
the Ctrl+ combinations for the same).

Now all this should block their access to all the resources expect their
notepad file - but this is where my trouble starts.
When they right click on start button they can still use Open,Explore,Search
option and go to any place where they want - Reason being none of the GPO
settings can block this access.

Now if I want them to stop doing this I need to do this -

agents login they have access.

We have very complex setup here that's why I don't want to mess-up with
System - I can do anything with Users Level.
