Right-Click->New-Folder Missing (among other things)

I have a Dell D610 laptop with Windows XP Pro, IE7, SP2, and all available
updates. Sometime in the last few days I lost the ability to create new
folders and short cuts by right clicking. When I right click (on my desktop
for example), the context menu appears, but where it should say New is aonly
a blank space with the normal right arrow. When I mouse over the blank space,
the New submenu appears, but the items normally above the line (like Folder
and Shortcut) are completely gone. The items below the line are still there
(like text doc, word doc, etc.), but the form ends a couple of pixels above
the line. This also occurs in Safe Mode.

I have McAffee installed and up to date, and I also installed AVG
temporarily to make sure it wasn't due to something McAffee missed. I have
Ad-Aware installed as well, and it gives me a clean bill of health. I tried
restoring to the last restore point, but that didn't fix it, so I backed up
to a restore point from 3 weeks ago (when I know this feature worked), and
that didn't fix it either.

Does anyone have any suggestions other than reformatting?
 
Good thought! Once you mentioned that, I right clicked on a file and sure
enough, Send To is blank as well. The options for Send To (e.g. Compressed
Folder, Mail Recipient, etc.) are still there, but the main menu entry is
blank just like my New entry. So, I took your advice and checked the Send To
folder under my profile (and the All Users profile). Nothing odd there (as
compared to a working XP machine), but I did move the Send To folder to my
Desktop folder and the All User's Send To folder to its Desktop folder. I
then rebooted, right clicked on a file, and still no Send To or New. So, I
went back to Documents and Settings and moved the Send To folder for Admin to
it's desktop folder as well. After rebooting again, I still had no luck.
Oddly, all my Send To options are still available even tough I moved the Send
To folder. I'm not sure how that works...

Thanks for the suggestion though. I really appreciate it!
 
Right-click is slow or weird behavior caused by context menu handlers:
