Rich text field in an Excel sheet.

I have an Excel 2003 Sheet that I need to have a field capable of having
bullets and carriage returns in it. Is there a way to do this? Is there a
word control or something like that? The ideal would be for this field to
shrink and grow based on how much is typed in.

The typical format would be

1. Billable
2. Fixed Fee
3. etc....

You can use alt-enter to force a new line in a cell.

You can type what you want to make it look like a list. You can even select
characters in the formula bar and change the font for those characters.

But it won't work as easily as it does in MSWord. Excel doesn't make much of a
word processor.

Depending on what you're doing, you may find it easier just use a table in
MSWord.
