ribbon in outlook 2007

Why the ribbon is there for email messages but not for the menu items on the
toolbar of the main outlook window?
Will it be implemented in the next version?
 
Maybe no time to finish it before the release date. I am not sure what the
official reason is.

I think there's no such data released to public yet about the next version.

Outlook's interface was too complicated and not enough time to do it right.
It's expected to be Outlook the next release.
