Reviewing Toolbar

Anytime I open a workbook that someone has e-mailed to me, the
Reviewing toolbar appears. Is there a way to prevent this?
 
Tell the people who email you not to use File>Send To Mail Recipient (for
review) and use (as attachment)
instead. That is what triggers it
