Preventing Reviewing Toolbar to open automatically

When I opened Excel directly by clicking on an existing
workbook, the Reviewing toolbar would sometime open with
the application, although it is not in my selected list
of toolbars to automatically open. How can I prevent the
Reviewing toolbard to automatically open?
