Reviewing missing items on a form

I have created a survey in Front Page 2003 to be posted online. I cannot
REQUIRE respondents to respond to every item, but I would like to be able to
alert them to omitted items before they submit, to avoid items being
INADVERTENTLY omitted.

That is, at the end of the survey, I'd like to be able to show them items
that have been skipped and say something like: You have not responded to the
following items. If you did not intend to skip them, please go back and
enter your response before you SUBMIT the survey.
 
Not possible when using the FP Form Handler, requires a custom written survey application using ASP,
ASP.Net, PHP, CFM, etc.
