Retrieving old files after reinstall

Did a reinstall of WinXP home - prior to the reinstall moved all my docs to
"old docs&settings" folder. Problem is - I can see all the folders in the
"old docs" but cannot access them. I am pc administrator. the previous
installation was password protected at login screen.

Any ideas how I can retrieve all my old docs?

Also, in the new installation I have no 'Local Settings' folder

As to "no local settings", you need to set folder options/view tab in the
Control Panel to see hidden and system folders.
