Restrictions prevent clicking on weblinks

When I receive an e-mail with links to web sites or e-
mail addresses, and click on the link, I receive the
following message:

This operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator.

I am the system administrator! The computer has XP home
installed and Outlook 2002 (part of office xp). I have
never had this problem before, and can not see what needs
to be changed to permit access to websites through e-
mails.
