Restricting access to certain programs..

Have a 14 year old at home. She's a pain in the butt. :)

How would I go about restricting her account on XP so she can't access
certain programs?

As it is now we have two users (three if you count the default administrator
account which I think you can login when you use safe mode).. one has
administrator and password. Other is the daughter who has limited account
and no password.

I would be happy if I could just find a way to remove the "games" folder
from her start menu, but that folder is tied to everyone who uses the
computer, so if I delete it from one start menu I delete it from all. I
don't want her to be able to access the games folder or any games in it and
also The Sims 2 Otherwise she'll be there ALL night hogging up the computer.

Last night I tried to create a new user group with just her in it, but if I
do that then her name doesn't show up to be able to login to Windows because
she's not a member of "Users" group. If I make her a member of the "Users"
group then she'll be able to see those games. :(

How would I best do this... and don't say I'm older I can just kick her off
the PC. We do that sometimes as it is. We're not tyrants or anything, but I
mean if you have to be up and leave for school at 6:55am then you can't stay
up all night playing games.

I used Windows SteadyState and it's pretty good. Did exactly what I wanted.
It has a feature to log a user off after a certain amount of being idle, but
that doesn't work for me. The person wasn't even running anything just
sitting at the desktop. Everything else works great.
