Restricted MMC Snap-in

Hi,

I am trying to create an MMC snap-in which will only allow
our helpdesk to change passwords, also I would like to
make it so that they cannot reset or change administrator
passwords. Do I have to create policies or is it
permission based.
 
You can use Delegation of Control Wizard to achieve that.
Just right click the OU which you want to delegate, select 'Delegate
Control' and follow the wizard accordingly.
