Restricted access accounts

I have a home PC (XP Home Edition SP2) which 2 other users have access to.
Currently I just have open access to everything, and no log on hassles.
However, since the other 2 users have started using my machine to download
various things, I want to change their settings to allow only a very limited
number of websites, and no folder access. The only way I seem to be able to
do this is restrict everything (including for me!) - I think I'm missing
something fairly obvious, but Windows Help isn't much use, so if anyone could
tell me what to do I'd appreciate it.

Since you have Home Edition, your options in Windows are limited. Try the
Microsoft Shared Computer Toolkit or Doug Knox's Security Console instead.
