restrict website access

I need a way to lock out ALL websites except for only one. Is there a
way to do this in XP pro without 3rd party software? I would also like
to make this a system wide thing rather than just tied to IE, we also
use mozilla. but would settle for an IE fix if thats the only way.

thanks, thats just what i needed. however, it would be easier if you
only had to put in the main domian url and it allowed you access to all
pages in the site. as it is now, i have to put in every different
page url in the domian to have access to the complete site. is there a
way to
just be able to put in one main domain name, with access to all sub urls?

I really don't know and I can't even check right now because I'm in the
middle of a 250 MB update download.
