restrict webb access

Easy question I hope. How do I set a profile for a user so the webb is not
accessable?

This will depend on what you use between the PC & the internet. If you
aren't using any type of proxy server, you can only block access using
your firewall (I *really* hope you have one of these) to block the MAC
address of the machine he uses.

Based on the user, and not the PC, you will need to use BorderManager.
Using the BorderManager Access Control Rules you can deny all web access
for a user, group, container, whatever...

Go to http://www.novell.com/documentation and select BorderManger for
documentation on it.
