Restrict user access to specific websites

Can I limit access to 6 specific websites. I have the
url's, and can enter these into the Approved websites box
under Content Advisor, but I'm still able to access other
sites, even though I'm trying to lock down IE to only
these 6. Any suggestions? I'm using IE6.
